Subject to approval by Parliament in the near future, landlords and agents will need to ensure electrical installation inspections and testing are carried out for all new tenancies in England from 1 July 2020 or from 1 April 2021 for existing tenancies.
The Government has laid The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 meaning landlords must ensure every fixed electrical installation is inspected and tested at least every five years by a qualified person. The Regulations also state that a landlord is required to obtain a report of the results of the inspection and test, supply it to each tenant within 28 days and retain a copy until the next inspection is due. For properties we manage, we will be arranging the necessary inspections on behalf of our clients. There is no additional charge for arranging this and, as always, the contractors invoices are charged on at cost. Should remedial works need to be coordinated by us, we will notify you of any additional charges being necessary.
The few clients for whom we do not manage their properties will need to arrange all necessary works according to the above, and we will simply not be able to commence, or renew, a tenancy without the certification and proof that any remedial work has been done. The potential fine for non-compliance is £30,000 (never mind the safety risk) so please ensure the testing and work is done in good time.
